There are no markings, but this is the unknown maker version documented on pages 228 233 of Marc E. Garlascos The Flak Badges (2008). The clasp is a touch loose and the wire loop is a tiny bit wiggly, I didn't feel it necessary to play with it too much. I just left it the way it came to me. Was easy to assemble. Instructions were clear. Tools were supplied. It really needs to be assembled wherever you're going to be putting it as it can come apart easily when moved. The cross bars simply fit into open ended plastic 90 degree female ends. Overall for the money and to just have some division in a room it's a good value.
