The China-manNguyen Ngoc Minh, a former assassin trained by the Viet Cong and the US Army, seeks justice after his family is killed by the IRA. He first approaches London Chief Inspector Richard Bromley, who is investigating the bombings, but is rebuffed. Nguyen then offers money to a freelance journalist, Ian "Woody" Wood, for the names of the bombers. Nguyen travels to Belfast to speak with Sinn Fin member Liam Hennessey, a former IRA operator
